Many institutions are already doing the right things: policies, training, and conduct processes are all in place, yet hazing still happens. Others have that same solid foundation and no immediate crisis forcing the issue, but no real organizing idea for why they're doing what they're doing, or whether it's actually working together. Both point to the same underlying gap: activity without a coherent plan behind it.
